Satish Babu
India

Satish Babu is the Director of the International Centre for Free and Open Source Software (ICFOSS), Trivandrum, India, and a past President of the Computer Society of India (CSI), an ICANN ALS. Founded in 1965, CSI has over 120,000 members organized through 72 Chapters and over 500 student branches. CSI has members from multiple stakeholders, including professionals, academics, researchers, students, business and the Government. Satish has been an early user of the Internet, starting from 1993. In 1994, he launched a free email service as a part of the UN project IndiaLink. He has been a part of different Internet communities ever since. Satish is also a member of the Member and Geographical Activities Board of IEEE Computer Society. He has been a programmer, architect, trainer and consultant for over 25 years, and has worked in different domains such as Development, Disaster Management, and ICT for the differently-abled. He provided technological support to communities impacted by the 2004 Indian Ocean Tsunami, and continues to be involved in their long-term resilience building. He is a member of the 2014 Nominating Committee of ICANN, and was elected in June 2014 as a Vice Chair of ICANN’s APRALO. Dr. Govind

Dr. Govind is CEO of National Internet Exchange of India (NIXI).

As CEO of NIXI, he is responsible for setting up Internet exchange points in India and establishment of the .IN Registry in the country. Recently he spearheaded the setting up and launch of the National Internet Registry for the allocation of IP (IPv4 and IPv6) address space in the country.

Ihtisham Khalid
Pakistan

Ihtisham is an Indigenous research fellow at National University of Sciences and Technology, Pakistan where he currently works on CPM estimators for 5G future networks as Master’s thesis. He is from the faculty of Electrical Engineering at National University of Computer and Emerging Sciences (NUCES), Pakistan. Ihtisham holds Bachelor’s in Electrical Engineering with majors in telecommunication and computer networks from NUCES with Dean List of Honor. He is an alumnus of various internet governance schools including PKSIG, INSIG, APSIG and APIGA. He currently manages secretariat of Pakistan School on Internet Governance (PKSIG) and Pakistan Internet Governance Forum (PKIGF). His interest includes technical aspects of internet governance and organizations like ICANN, IEEE, IETF and ITU. As an ARTICLE 19 Internet of Rights fellow, Ihtisham’s work focuses on the architectural vulnerabilities in IEEE 802.11 WiFi standard.

    Onno W. Purbo holds a Ph.D. in Electrical Engineering from the University of Waterloo, Canada is a copyleft, educator and ICT                  evangelist. He has published 40+ books, including free ICT ebook for high school in 2008. The latest books in 2016 entitled,                      "Perjuangan Menyebarkan Internet" (Struggle in Deploying Internet) and "Buku Pegangan Internet untuk Desa"   (Internet Handbook        for Villages) in Indonesian. He led the first Internet connection at ITB and use it to build the first education network. He liberates                WiFi frequency, and introduces neighborhood network, Wajanbolic antenna and OpenBTS cellular network. He led the first community      telephony network over Internet, VoIP Merdeka, later known as VoIP rakyat and uses +62520 and +62521 area code. He currently actives in introducing e-learning, run the largest free e-learning servers with 19,000+ participants.

Mohibullah Utmankhil

Mr. Mohibullah Utmankhil is executive management member of National IT Professionals Association of Afghanistan, he has a bachelor's degree in Information Technology from University of Kabul. Mr. Utmankhil is a professional academic young leader who has been teaching Information Technology subjects in Information Technology Center of Kabul University (ITCK), Kabul Polytechnic Community College, Azeraksh Computer Institute and Afghan Information Technology Institute (AITI) for several years. Beside his academic career, Mr. Mohibullah has great achievements working as IT officer at Cross Logistics Services Company and senior IT administrator at ITCK. 

Mr. Utmankhil was one of the participants who represented NTIPAA and Afghanistan in inSIG 2016 and ICANN 57 meeting held in Hyderabad, as fellow in ICANN60 held in UAE and as a fellow in APAN45 held in Singapore. He is also a member of the program committee of the AfSIG. He is currently pursuing his master’s degree in computer science and Technology at University of Mysore, India.
